How do I obtain the Cloudmin plugin for WHMCS (or the WHMCS plugin for Cloudmin)?

You'd have to contact WHMCS about that - the support for Cloudmin is entirely a feature of their product, and doesn't require anything be changed or installed in Cloudmin.
