One option is to edit it via FTP or SSH - it's just a file under their home directory, at
etc/php.ini

Yes, I was aware of that :-)
For example in webmin /etc/php.ini section, it is possible to edit the file in the browser. It would be great to enable this for virtual server as well (for .../etc/php5/php.ini )

I had a closer look at this, and realized that an icon to edit the PHP config manually should exist, but due to a bug it is missing. Domain owners should be able to find it under Servers -> PHP 5 Configuration.
This will be fixed in the next Webmin release.
