Would your redundant server be serving requests, or is it just a hot spare?
You don't need a new license for a hot spare. You're quite welcome to load up a spare server with your existing Virtualmin license.
If a server is serving live requests though (ie, if it were load balanced), we'd love it if you could buy a license for that.
