I understand that fedora is not supported, so just FYI
I successfully installed virtualmin on Fedora 15 (using the manual installation instructions). Everything worked great -and then i upgraded to fedora 16.
But the system hangs at the following boot message:
Started LSB: Start or stop the Usermin server
Status:
Closed (fixed)

Thanks for the info!
Do you have the ability to boot into single user mode, and remove Usermin from the scripts being started at boot time?
That might get you booted -- and then we can use strace to determine what's going on once your system is up and running.
If you're also having problems with the Webmin process, you may need to disable the Webmin startup as well.

It is probably an issue with the sendmail service. because of systemd parallel service execution it looked like usermin hanged. I will restore my fedora 15 snapshot and wait a bit more until fedora 16 is stable :-)

Okay, sounds good!
You're right that we don't officially support Fedora, but we'd certainly like the init scripts to work. So if you try Fedora 16 again, and find that Usermin still isn't starting up, let us know and we can go over some troubleshooting steps.
