can i create multi true vps with root access using Virtualmin? can i install Virtualmin on trixbox System? Thank You

Howdy -- Virtualmin would generally be for managing users on a shared web hosting server.
If you're interested in provisioning VPS's, you may want to take a look at Cloudmin. That's a separate product for VPS's. Cloudmin and Virtualmin work well together -- Cloudmin can add and manage a VPS, and that VPS can itself run Virtualmin.

As far as Trixbox -- while I'm not certain, we hadn't done any testing with it -- the question comes down to whether it's running a supported distro/version:
