"New/updated mailbox email" per template instead of global

I like Virtualmin's feature to send "signup" emails upon creation of new virtual servers or email accounts.

But since I do multi-language hosting -- some people who I host for speak English, but several sites are in German -- I'd like to suggest moving the "New/updated mailbox email" templates to the Server Templates (alongside with the "New virtual server" templates) instead of being globally identical.

That way I could write a German text for people who get a new email account on some German site, and an English text otherwise.

I have finally gotten around to implementing this for the Virtualmin 7.5 release.
