Were you by chance using LDAP at some point? The nscd daemon wouldn't typically be installed by default, but can be helpful on system with LDAP.
If you aren't using LDAP, it shouldn't be a problem to disable it. You can turn it off with this command:
/etc/init.d/nscd stop
I'd recommend not uninstalling it quite yet (at least until you're sure there aren't any adverse effects to disabling it).

Yes, you can safely disable
nscd
. In fact, we recommend disabling it, as it can add a delay between when a user is added to/etc/passwd
