I have reports (which I verified) of accounts not being able to send or receive email. I found a maillog.cgi script taking 93% of CPU and I terminated it. However, that did not fix the mail problem and when I try to restart Postfix, it gives an error and says it did not restart. It is showing the service as up on my Virtualmin information screen. Any ideas?

I killed the main postfix process and was able to start it up again. Weird, eh?

That is odd!
I'd be curious if any errors were showing up in your mail log, /var/log/maillog, when you were previously attempting to restart Postfix.
However, there may have been something awry with one of the daemons that was running, and you may have resolved it by manually killing it.
