I go to Restore Virtual Servers, and wish to only restore Vmin config and no servers, thus set Features to restore to "Only selected below" and select nothing, but then select entries under Virtualmin settings to restore.
Then I click "Show what will be restored", and get "Restore failed : No features selected to restore".
Whereas when I select at least one server feature to restore, I do get the option to turn off restore of the servers, and can keep only the Vmin settings, on the next page.

What you should just select is "All features". It really doesn't matter what features are chosen actually in this case, as presumably the file you are selecting to restore doesn't contain any domains..

It's a "one file per domain" backup directory... So, yes, the path I select does contain domains. :)
Background is: To reformat my in-the-making productive server with Ubuntu 64-bit, I created a backup of all domains and Vmin settings.
During restore, I felt like checking out first what the restore of the Vmin settings will effect, so I intended to only grab that part of the backup directory and leave the domains alone for the time being.
The message "no features selected", when I in fact did select the Vmin config features, felt somewhat like a false error message to me.
But.. Yeah okay, I see now what you mean. I should have selected the file
virtualmin.tar.gz
directly, instead of the directory where it resides alongside with the domain backups. Yes, that works indeed. This is no big issue of course. I won't blame you if you don't feel like doing something about this little "discrepancy in error messages". :)
Oh, and please let me know if my issue reports like this one are too "nitpicky". It's from my end sometimes a little hard to decide what I should report and what is insignificant.

Yeah, this is a little confusing .. the problem is that the restore process first checks the validity of the options you select before looking at the files being restored from to see if the validation even matters. I'll look into fixing that in future.
But for now, just leave "all features" selected.

Okidoki, all fine with me! (I should note that the backup+restore, to reformat the system, went all smoothly. Thumbs up for that! :) )
