Under "Account Plans" on the single plan I use, I have:
"Allow sub-servers not under this domain?" set to No.
However, if I manually edit an owner's limits that is on this plan, "Allow sub-servers under other users' domains?" is always set to Yes. Shouldn't this option take whatever is already set on the plan they are on?

When you edited the plan, did you click the "Save and Apply" button? This is what pushes the plan limits to users on the plan ..

I figured out what it was. Sorry, I was misreading the option. The one that is set to "Yes" is:
Allow sub-servers under other users' domains?
I'm not seeing the ability to set this on a global scale under the Account Plans section. Am I missing something somewhere?

Ah, I see what you mean now .. that option is missing from the plan page due to a bug.
I will fix this for Virtualmin 3.80
