Why does Virtualmin put php4.fcgi or php5.fcgi in the public_html on debian and ubuntu servers?

This is done to work around an old debian bug that caused the php5.fcgi file in fcgi-bin to be ignored. However since debian has fixed this virtualmin will stop creating that extra file in the 3.80 release.
