Security Issue - Users shouldn't have access to all files on server via File Manager BY DEFAULT

Currently, usermin users can see/access all files on the server via File Manager BY DEFAULT. This shouldn't be the case.

The default should be: restrict usermin users to their home directory only, and virtual server owners to the virtual server directory.

To do so, I had to:

> Usermin Configuration > Access Control Options > Root directory for file chooser > *tick* User's home directory

AND

> Usermin Configuration > Usermin Module Configuration > File Manager > *tick* Allow access to home and directories below..
