I'm still trying to pin this down to the exact moment that it happens, but for some reason when I clicked on 'Create Virtual Server' I noticed the load on the server jump to about 10 (server has a dual core processor and load is generally around 0.50 - 1.00). I also noticed 8-10 perl processes start, and also that the web page was transferring data.
Note this was before I actually created the server.
By the looks of things it was when I clicked on 'Initial website content' - could this spawn lots of perl processes?

Yes, it could .. that menu shows a list of site template thumbnails, each of which is generated by a call to a perl script on the server. Normally only one or two images is generated at once, but browser settings to make more parallel requests may change that.
Do you have a lot of template styles installed? You can see this at System Customization -> Content Styles.
aha! much better, thanks - as we don't need custom styles I have disabled them all.
It seems that by default all were enabled?

Most likely you had some extra content style packages installed, which are enabled by default. It is safe to disable them ..
