change password in usermin without samba started [#12963]

when changing user password in usermin an error appears:

However, your Samba password was not changed :

Failed to find entry for user user.domain.co.uk.
Failed to modify password entry for user user.domain.co.uk.

samba is not used on the server so is not started.

Ideally this error message should not appear in that instance.

Looks like Samba is installed, but not running. The fix here is to login to Virtualmin and go to Webmin -> Webmin -> Usermin Configuration -> Usermin Module Configuration -> Change Password , and set "Also change samba password with command" to "don't change".
