I see that cloudmin 3.6 is out --- is there a release note document? I'd like to know what changed when I upgraded.

Have a look at /usr/libexec/webmin/server-manager/CHANGELOG
Normally major changes will appear on the Cloudmin Information page after you login, but due to a bug in 3.6 they were left out.
