What is the IP of the system you are upgrading? I'd like to check our logs to see what file failed to be downloaded ..
As a work-around, you can upgrade Usermin at Webmin -> Usermin Configuration -> Upgrade Usermin.

Are you running the free GPL version of Virtualmin there, or Pro ?
I had a look at our logs, but couldn't see any records of actual usermin package downloads from those IPs.

I am having the same issue. When it tries to run the update it fails immediately. With Downloading latest version of Usermin .. .. failed :
It's like the script fails and doesn't even try. I'm running Pro.

Ok, I see the cause of this now .. it will be fixed in the next version of the Package Updates module.
The work-around till then is to upgrade Usermin at Webmin -> Usermin Configuration -> Upgrade Usermin.
