Menu panel does not refresh when there are 0 systems on account

I created a user with 0 systems but with allocation to create systems. When this user logged in, they had a minimal menu, due to not having any systems (obviously), but they reported that when they created their system, the menu stayed the same and did not refresh (like it usually would). I had to tell them to manually refresh to see the options for their newly created VM.

I then proceeded to ask them to make another VM (to check for browser issues) and sure enough, the menu panel refreshed after creation.
