If I log on the the Virtualmin admin, I can see all the virtual server backups users have scheduled that ran, and how long they ran.
If I log in as a virtual server admin, I cannot see that the scheduled backups ran at all, it simply says: "No backups that you have access to have been logged"
But, they did run, and, they should have access since they are the owner of the backup.

A domain owner can only see logs for backups that he created .. so if root did a backup of his domain, he wouldn't be able to see it.
Does that explain what you are seeing?

Wait, I see what you mean now .. scheduled backups by a domain owner aren't showing up in backup logs.
This will be fixed in Virtualmin 3.74.
