Under "Features and Plugins" there are two settings I believe I can safely turn off ... but want to make sure:
Mail for domain Bind DNS for domain
All sites will be using reference external DNS servers. No sites need to host email accounts or mail lists. Our campus provides those through other means
Is there any reason to have these enabled?

Howdy -- I agree, it doesn't sound like you need those.
If you have external DNS servers, and email is being hosted elsewhere as well, it should be safe to disable those features in Virtualmin.
The only thing to watch out for, is if your campus sets up something like SPF DNS records -- you would need to add the IP address of your web server as an allowed sender if any of your users have websites that generate email.
But otherwise, you should be in good shape!
