What OS are you running Virtualmin on there? Also, is this perhaps a VPS system of some type?
Finally, what gets logged to /var/log/messages when trying to start BIND?

[SOLVED]
Install Ubuntu 9.04 Desktop
Perform updates and upgrades.
run sh./install.sh script from Virtualmin.
Works perfectly.
