mod_fcgid directive location

When enabling fcgid, the FCGIWrapper directives have to be inside of a Directory section, otherwise it generates syntax errors and Apache fails to start.

The PHP on Virtualmin.com has been rebuilt with fcgi support, if you want to test on a RHEL box.

Note, I believe we also have to have ExecCGI enabled in the directory where we want to use such scripts. This is a change from previous defaults, and might introduce other issues. (Charity's new kikila.org domain is the first that I've converted over to using mod_fcgid on Virtualmin.com, if you want to see a mostly working example...I say "mostly" only because Wordpress seems to have one page that doesn't work under fcgi).
