Is it possible to create a user that has access to AWStats but not to Virtualmin?

Do you mean a user who can view the AWstats report at yourdomain.com/cgi-bin/awstats.pl ?

Yes exactly, we have a client who wants to allow some of their staff access to the AwStats but not into Virtualmin.
Preferably still requiring a passwords so not just anybody can get access.

There's no nice friendly way to go this in the UI at the moment, but you can do it with the following commands :
cd /home/domainnamehtpasswd -b .awstats-htpasswd newusername newpassword
