Actually, what would be really really cool would be to be able to specify additional repositories for aptitude source, and a list of packages to install on the bare Ubuntu system (so you would have no need to preinstall virtualmin on it, and maintain huge files when virtualmin has a release).
So that at first startup the system updates and installs the packages.

You might want to look into creating your own local Cloudmin image, containing Ubuntu with all the customizations like this that you want. This can be done as follows :
1) Create a new system from the Ubuntu 8.04 Xen image, which will be your template
2) Make any changes you want on the template system, such as adding new repos, or perhaps an init script that does an apt-get update at boot time
3) In Cloudmin, go to System Operations -> Create Image, and create your own image of this template system.
4) Use that image to create as many additional systems as you like.

We will give it a try when the 8.04LTS-64bits-OS image appears in the list. :-)
