RFE: subversion commit mailing list support

I've seen some opensource projects have a subversion or cvs commit mailing list that sends an update of every commit to the version control tree. it would be good if the subversion plugin supported this functionality, but I am unsure how it would be implemented, as it would rely upon the mailman plugin being enabled too?

I suppose as an additional enhancement it might be beneficial if plugins can interdepend on one another with dependencies for certain functionality. ie. if mailman plugin turned off for a particular virtual server, then the subversion commit mailing list option is also unavailable for that virtual server
