Disallow assigning ownership of virtual servers to "root" or other admins

Hey Jamie,

Every couple of weeks, we get someone who's locked themselves out (mostly) by assigning ownership of a new virtual server to root or another master admin level account. We probably ought to prevent that. It doesn't make sense to us, or most of our larger scale customers, but for folks who run their own small dedicated server for their own projects it seems perfectly reasonable to think, "I'll be doing everything on all of these accounts, so I'll just assign it to my usual login" without realizing that it will dramatically curtail their root account privileges.
