SSH server not running after reboot; sshd_config file missing

After rebooting the system (via Webmin), now I can't log in via SSH. It appears the SSH server is not running. When I access that module, I get the message "The SSH server config file /etc/ssh/sshd_config was not found on your system...". The only other action I've taken recently was to attempt to follow Jamie's instructions re wbm-virtual-server-3.38-1.noarch.rpm; that installation failed (see bug #742).
