Well, mounting that as noexec can cause various problems, while solving only a minimal amount of security issues... but I do believe it's possible to run Virtualmin with /tmp mounted as noexec, once the installation is complete.
Instead of mounting /tmp noexec, which indeed is problematic because Virtualmin puts scripts in there, you could use a software like CSF/LFD which warns you if non-authorized processes run executables from /tmp.
