Howdy,
You can install phpMyAdmin by clicking "Install Scripts" on the left, and you can install phpMyAdmin from that screen.
You can create a custom link by clicking System Customization -> Custom Links, and you can create a custom link that points to your newly installed phpMyAdmin installation.
