Local PHP memory limit less than global?

The local PHP memory limit less than global, I cannot see how to change this I've checked the local php.ini and the main /etc/php.ini and the memory is set correctly can anyine advise?

OK I've solved this one it was set in the httpd.conf

php_value memory_limit 32M

Not too sure how this got in there I didn't manually add this maybe something I did in Virtualmin?
